Born in Jolo, Sulu on February 19, 1964 to P/Capt. Abdulgafar Lutian (D) of Jolo, Sulu and Cecilia Enriquez, a public school teacher, of Zamboanga City. The third child in the family of four children. Married in 1992 to Atty. Gina R. Vitorio of Ilocos Sur, law school classmate, who is presently a Solicitor in the Office of the Solicitor General. Blessed with three sons (and counting); Uustin Ismael (10), Josua Chad (8) and Jerome Antonio (4). Presently residing at Pasong Tamo Towers, Makati City. Grew up in Zamboanga City. Member of the Fraternal Order of Utopia, Ateneo Law School; Integrated Bar of the Philippines, Zamboanga City Chapter, and Director, Legal Management Council of the Philippines.
